Recommendation and Review
Fee waivers are a potential strategy to impact housing affordability. Localities have the authority to waive building permit fees and other local fees associated with housing development to support affordable housing. City staff recommends a pilot fee waiver program for FY25 in which water and sewer capital recovery fees would be waived in for-sale units serving 100% AMI households with a five-year affordability commitment.
