Recommendation and Review

The City Manager has executed an Agreement for the City to purchase 3.684 acres of property located in the City and owned by the Shenandoah Presbytery Corporation (The Presbytery Property) for use as a low barrier shelter for people experiencing homelessness.  The purchase price is $700,000.00.  The Agreement must be ratified and approved by City Council.

Sometime ago City Council instructed staff to search for and secure an appropriate location in the City for a low barrier shelter for individuals experiencing homelessness.  Staff has negotiated Real Estate Purchase Agreement with the Shenandoah Presbytery Corporation for the purchase of 3.684 acres located on North Main Street in the City.  The purchase price is $700,000.00.  The Agreement provides for a 30-day study period for the City to ensure that the property is appropriate for use a low barrier shelter and to conduct a title examination and other preclosing matters.  Closing should occur within 45 days.  The Agreement has been signed by the City Manager but has a contingency that it must be ratified and approved by Council.
