Recommendation and Review
Mullin and Longergan will make a remote presentation of the next five year Consolidated Plan and one year Annual Action Plan for council's consideration and public input. The five-year Consolidated Plan identifies the affordable housing and community development needs in the City of Harrisonburg over the next five years. The City receives annual CDBG funds. To continue receiving these funds, the City of Harrisonburg is required to identify and prioritize its needs, then explain how it will address these needs through local projects as part of the Annual Action Plan for FY 2022. Projects selected to receive funding will be included in the Annual Action Plan. If the actual CDBG allocation is less or greater than the estimated allocation from HUD, funding will be proportionally increased or decreased from the estimated funding levels to match actual allocation amounts. This will be detailed at the meeting.

Proposed funding categories include:

* Housing Rehabilitation $164,000
* Public Service Activities $ 81,062
* Public Facilities $ 213,237.51
* Program Administration and Planning $ 108,083
TOTAL $566,382.51

The city received $729,637 in requests. The selection committee has reviewed these requests and funding recommendations are attached. A complete Consolidated Plan and Annual Action Plan document is available upon request.

Staff requests that council hold a public hearing on this Action Plan and Five Year Consolidated Plan. This public hearing will open the 30-day HUD-required public comment period for these documents. After the end of this comment period at the May 24, 2022 regular council meeting, staff will bring these documents to council for approval if final allocation amounts have been announced by HUD prior to the meeting.
