Recommendation and Review

The Virginia Public Procurement Act authorizes localities to enter into contracts for construction on a construction management or design-build basis. These methods provide additional flexibility in selecting a contractor and allow the City to negotiate a contract with the contractor. These methods of procurement must be used in accordance with the procedures set out in the Code of Virginia and only after adoption of procedures by the governing body through resolution or ordinance.

The proposed resolution incorporates the requirements of the Code of Virginia and have been adapted where permitted to meet the City’s needs.
