Consider Approval of the CDBG 2020 Annual Action Plan, 2017-2022 Consolidated Plan Amendment, and Amendment to the Citizen Participation Plan

Recommendation and Review
The Consolidated Plan serves as the planning document for addressing overall community development and housing needs that will utilize the annual entitlement of CDBG funding available to the city to meet those needs. The FY2020 CDBG Action Plan, which includes 2020 CDBG-CV funding, describes in detail actions to be taken in the coming year to further the priorities described in the 2017-2021 Consolidated Plan. The Citizen Participation Plan serves as the city’s guide to public participation in the CDBG program. These three full documents are available by request from the City Manager’s office and are also published on the city’s website. The projects being considered for approval are outlined in the attachment. An eight-day public comment period was held for each of the three documents, and during that time the city received comments from the public during the public hearing at the City Council Meeting on May 12, 2020. Additional comments have also been received during the public comment period. These comments will be summarized at the meeting. Staff recommends approval.
