Recommendation and Review

This ordinance amendment is proposed to permit residents of properties fronting on streets which do not allow on-street parking to receive two guest cards. In November, 2013, Council amended Section 13-1-61 to prohibit the issuance of parking permits to any property fronting on a street where on-street parking is not permitted. This was to prohibit residents from parking on a street where they do not live. There are some properties affected by 2013 ordinance amendment which have very limited onsite parking.  The result is the residents of these properties are unable to have guests, or either the guests or residents must secure public parking for even short visits. The proposed amendment seeks to alleviate some of that hardship by allowing two guest cards to be issued to any property fronting on a street where on-street parking is not permitted.  The guest cards are subject to the restrictions set forth in Section 13-1-66 and may not be used by renters or for long term parking.
