Recommendation and Review
On July 8, 2025 Council approved a lease and resolution associated with HEC’s participation in a project involving a Battery Energy Storage System (BESS) with Virginia Municipal Electric Association No. 1 (VEMA) and a third party. That project did not materialize as anticipated. A new BESS project has been developed by HEC and VEMA. The new project is essentially the same as previously approved by Council except the lease and contract term has increased from 15 to 20 years, the third party developer is now Lightshift Energy.
