Recommendation and Review

As of September of 2009, any entity wishing to operate emergency medical services vehicles must receive a permit or franchise from City Council pursuant to Harrisonburg Code Section 5-2-39.  The City has granted such permits to volunteer and paid agencies in the City since that time.  James Madison University has hired Emergency Training Services, Inc., of Mechanicsville, Virginia to provide medical services at JMU related events on campus and potentially in the City.  Emergency Training Services, Inc. ordinarily will limit its activities to campus, but with this permit may be operate off campus as well at special events.  The company will be a non-emergency, non-dispatch EMS agency, which means it will not be dispatched by HRECC for emergencies.  HFD is familiar with Emergency Training Systems, Inc. and is in support of this permit request.  The company will also have to comply with all other applicable laws and regulation.
