Recommendation and Review
City Code Section 13-2-1 through 13-2-6 create a regulatory scheme that criminalizes failure to use an unregistered bicycle within the City of Harrisonburg, failure to notify the Harrisonburg Police Department within 48 hours of the sale or transfer of a bicycle, and failure of any business engaged in the buying of secondhand bicycles or bicycle parts to file reports with the Harrisonburg Police Department within 48 hours of the purchase of any secondhand bicycle or bicycle parts.
