Consider approval of an Access Easement to Oak Box, LLC

Recommendation and Review
Oak Box, LLC owns Tax Map Parcel 15-A-2, located on Reservoir Street near the intersection with Eastover Drive. Oak Box has requested that the City grant it a permanent access easement, consisting of 1,016 square feet, across Tax Map Parcel 15-A-1, which is owned by the City and is located between the Oak Box parcel and Eastover Drive. The City parcel is a remnant from the construction of I-81 and is not actively used by the City.
The access easement will allow Oak Box to construct an entrance from its property onto Eastover Drive. Currently the development on the Oak Box property can only be accessed by an entrance on Reservoir Street. The current entrance has poor site distance. The entrance on Eastover Drive would have adequate site distance onto a lower classified roadway. The entrance from Eastover onto Reservoir has adequate site distance. The requested access easement is shown on the attached plat.
