Consider approval of HUD FY2017 Action Plan and 2017-2021 Consolidated Plan

Recommendation and Review
The City of Harrisonburg has prepared its Five Year Consolidated Plan for the period of FY 2017-2021, and Annual Action Plan for HUD FY 2017. The City will apply for FY 2017 Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). The required thirty day public comment period has closed. The final allocation amount from HUD has not yet been announced, so staff is asking that council consider the Consolidated Plan and Annual Action Plan for approval as they currently stand. Once the final allocation amount has been announced, the plans will be adjusted based on the contingency plan included in the current Action Plan. This contingency plan will be also be outlined at the 5/9/17 council meeting.
