Amendment to the CDBG Citizen Participation Plan, Amendment to the 2017-2021 Consolidated Plan, and 2020 CDBG Annual Action Plan

Recommendation and Review
The Citizen Participation Plan’s proposed amendment contains an alteration to procedures concerning public participation in the event of an emergency, allowing funding to become available as efficiently as possible for those who need it most in the City of Harrisonburg.
The Consolidated Plan serves as the planning document for addressing overall community development and housing needs. In light of the increasing severity of the COVID-19 pandemic, the City of Harrisonburg is interested in using available CDBG funding to program eligible projects and activities that address this issue. The proposed amendment will allow for the inclusion of COVID related projects in the 2020 Action Plan.
This public hearing is to solicit public input during the amendments to these two documents, and for the CDBG Action Plan process. Projects selected to receive funding will be included in the 2020 Annual Action Plan. This Action plan includes the use of CDBG-CV funding from the CARES Act.
Proposed funding categories include:
• Housing Rehabilitation $ 164,000
• Public Service Activities $ 144,433
• Economic Development $ 250,000
• Public Facilities $ 271,400
• Program Administration and Planning $ 106,853
TOTAL $ 936,686
The selection committee has reviewed all requests and funding recommendations are attached. Complete copies of the Amended Consolidated Plan, Amended Citizen Participation Plan and Annual Action Plan document are available upon request.
Staff requests that council hold a public hearing on these three items concurrently. This public hearing will open the 8-day HUD-required public comment period for these documents. After the end of this comment period at the May 26, 2020 regular council meeting, staff will bring these documents to council for approval. The Citizen Participation Plan, Consolidated Plan, and Annual Action Plan will then be submitted to HUD for final approval.
