Recommendation and Review
The original solid waste plan was adopted by the City on July 23, 1991. That plan was updated and approved on October 24, 2006 and a 5-year update was approved on July 13, 2012. This current major amendment to the plan will be approved in accordance with the regulations. This plan update is considered a major amendment based on DEQ’s definition of major amendment, where the City has moved from the utilization of a Materials Recovery Facility (MRF) at van der Linde operations to landfilling at the Rockingham County Landfill. Moving from a MRF back to landfilling constitutes a change that is lower in the waste management hierarchy. This plan update also includes minor amendments.
