Recommendation and Review

CSA is a shared service between the City and Rockingham County (County) with the County serving as the fiscal agent. CSA provides support services for high-risk youth in the community. For Fiscal Year 2020, the costs of providing these services to City residents exceeded the budget and resources available to the County which are provided by the City.
