Recommendation and Review

In May 2023 Harrisonburg City Council, in accordance with VA Code § 46.2-882.1, adopted an ordinance that provided the City the ability to install photo speed enforcement devices in both work zones and school crossing zones. Over the course of seven months (September/2023-March/2024), monetary civil penalties were issued to motorists who exceeded at least 10 mph above the posted highway work zone of 25 mph limit located on East Market Street.  The results of these efforts have shown a drastic decrease in the number of vehicles violating the speed limit; however, the violation speeds remain like when the program began.  

 

Staff recommends continued use of the work zone speed cameras.  Despite the few obstacles presented, work zone speed cameras are effective and achieving the goal of changing behavior.
